SPS Committee Grilled over Superintendent's Raise

Resident Scott Nassa cited the No Confidence vote against Anne Wilson from earlier this.

 

The Sudbury Public Schools Committee faced an intense line of questioning at its Wednesday night meeting at Loring Elementary School from resident Scott Nassa, a frequent critic of the Committee, in regards to a recent decision at a previous meeting to extend Superintendent Anne Wilson's contract and offer her a 3 percent raise.

"This Superintendent was the subject of a No Confidence petition signed by 200 people. That's a lot. That's 200 people who are parents, who are taxpayers," said Nassa, who questioned why the School Committee seemed quick to extend Wilson's contract before it was even due to expire.

"Have you ever seen a petition of No Confidence before?" Nassa inquired of Chair Richard Robison, who has been a member of the School Committee in various capacities for some 15 years.

"I don't know that I have," Robison said. 

He said the figure of 3 percent for Wilson's raise was chosen for its consistency with the 3 percent raise offered to other employees.

"Just for a point of clarification, it wasn't 200 people, and it wasn't all residents," Committee Vice Chair Lisa Gutch said about the recent No Confidence petition against Wilson, who came under fire following a series of personnel controversies, including the abrupt dismissal last spring of well-known first-grade teacher Janice Donahue, which many parents said was unjustified.

As of Wednesday night, the petition had 182 signatures.

"But let's not get into that right now," Robison commented about Gutch's point about the No Confidence petition.

Wilson listened quietly to Nassa's line of questioning about her contract and offered no comment.

In other news from Wednesday night's meeting, the Committee approved a new contract with the custodians who maintain the school buildings. The contract was previously negotiated in private executive session and had already been ratified by employees when Committee members voted to finalize the deal.

Wilson said the contract includes a 3 percent raise in Fiscal Year 2013, a 2.5 percent raise in FY14 and a 2 percent raise in FY15. Fiscal Year 2015 will also include an additional half percent raise for custodians in the top tier. Health benefits were maintained, with a $500 stipend for employees who worked during Fiscal Year 2012 as compensation for a recent change to a different health benefit system.

Wilson said the contract also includes more flexibility in the scheduling of vacations. She said custodians will be able to use vacation days throughout the year, a change she said will benefit both employee and employer, by not having too many vacations scheduled for the same time during the summer months.

The School Committee vote to finalize the custodian contract was unanimous.

It's important to note that Chairman Rich Robison's response to Anne Wilson's raise was that it is customary for administrators to receive the same raises that the teachers receive for the given year. As a result i was looking for clarification and did not receive any on the following:

In June of 2011 the SPS Director of Finance and Director of Human Resources (How have Human Resources worked out in Sudbury over the last 8 months?) received annual raises in the neighborhood of 10%. If the Chairman's procedure was consistent wouldn't all administrators as well as all teachers have received the same raise? Instead this past summer we had teachers going into new contract negotiations with the expectation that two administrators had just received 10% annual raises why wouldn't they be entitled to the same? I along with many in town would say that they had had EVERY right to feel this way. From there our SPS teacher's union had to claw and fight for months to receive much deserved raises over the next 3 years and because Rich Robison and the rest of the school committee said so, our administrators were entitled to that same exact raise this year and as a result they received such without having to negotiate and fight for a second. Now I'm not saying that some of our administrators did not deserve raises based on their performance and merits, but Anne Wilson are you kidding me? After the year that she just had, she received the same % raise as our hardworking teachers?

Easy to get a number and wave it around as a weapon. How many actual residents signed this petition? Sounds lot like the sacred Lavendergate group number that the leader shoots his bullits from.

@ sudburycitizentoo- correct me if I'm wrong- but are you not doing the exact thing you complained about in your comment on Bob Steins letter? Being a bully and abusing freedom of speech?

It's also important to note that Chairman Robison cited last the night the reason for Anne Wilson's contract extension (2 years before it is set toe expire) was that it is customary to have a rolling 3 year contract with the Superintendent at all times. Guess what that means folks? No matter what has happened over the last 8 months and no matter how parents feel and what parents have said, we are stuck with Anne Wilson as our Superintendent as long as this school committee is in power.

Lisa Gutch also point out last night that the petition wasn't signed by 200 people as I had stated and some of those people who signed were from out of town. I must agree with that point but must also say that at the very least 120-150 Sudbury residents did sign that petition. I must also point out that many more wanted to sign the petition, however were afraid to do so in fear of any retaliation that may have been taken upon their children. Nonetheless considering that Rich Robison himself stated last night he has never seen such a petition in all of his years on the SPS committee, Anne Wilson's raise and extension to me are extremely puzzling.

Scott, I am wondering if you or someone else can clarify: if it is customary to have a rolling 3 year contract with the superintendent, if the superintendent were to be dismissed before the end of said contract, would we be financially bound by the terms of that contract? Would the taxpayers then need to pay for a new superintendent as well as the one dismissed?

I must admit I'm a bit confused here. I'll have to wait until the tape of the meeting is posted. My initial thoughts are: If the raise was to put administration in line with the teacher's contract, why did other admins receive 10% increases? Was it just the business office to receive this or did the principals receive the 10% as well? I'm not following the logic behind the extension of the contract for Dr Wilson either. John Brackett was an annual so.... At face value, giving both a raise and a contract extension seems to be more of a message than a decision based on historic precedence. I wish there was better communication regarding the decisions the committee is making. Sure would go a long way in calming the waters. I don't have to agree with it but I would like an explanation.
