Sudbury Gives Convicted Felon 6-Month Contract Job

Elizabeth Rust is back working for the Town of Sudbury.

According to Asst. Town Manager Maryanne Bilodeau, the former Sudbury Department of Planning and Community Development Department employee who resigned last year after her conviction for a third OUI was selected as a consultant for a regional program for the Regional Housing Services.

Bilodeau, who said she wasn't involved in hiring Rust, said her main job will be to relocate the Regional Housing Services office from Sudbury to Concord over the next six months, beginning FY15, or July 1.

Bilodeau said there was an RFP process in making the hire.  

"She put in a bid to do the job," she said.

Proposals were accepted until Dec. 13 and submitted to the Planning and Community Development Office, which is directed by Jody Kablack.

A request made to Bilodeau for a list of those who submitted RFPs was forwarded to Kablack, who was Rust's boss in her previous position.

When contacted, Selectman Bob Haarde said he did not know of the hiring of Rust and was "outraged," but declined to comment further.

The Regional Housing Services office performs the housing administrative services.

Last June, a jury of six found Rust guilty of:

  • Operating under the influence;
  • Operating under the influence with a blood alcohol level over the legal limit of .08;
  • Marked lanes violation.
Rust was involved in a one-car accident during the early morning hours of May 9, 2012, on Concord Road when she hit two signs and a granite post at the Union Avenue intersection. 

She had left an after-hours party at Lavender Asian Cuisine and Bar that was attended by numerous other town employees and officials.

The restaurant was issued a liquor license violation for staying open past the allowed hours.

Very disappointing. The article states that she "resigned". I'm ashamed to be a resident of Sudbury (again). I guess in making the nation-wide search the hiring manager forced her to withdraw her letter of resignation. I'm looking forward to reading next month's Town Manager's newsletter to get more details on how the deal when down. Is it possible for a Town to be a third-world country? Just ask'n.

It's a return favor for keeping her mouth shut and not getting others in trouble. Guess some were hoping with time people would forget. The entire town should be outraged! Keep an eye on those who do not oppose this.

Things are way to cozy down at Town Hall. Everyone owes somebody a favor. Shame on Sudbury. Don't forget to vote for the same old cronies in the next election so we keep getting more of the same. Time for a new Town Manager as well.

All, As a member of the Sudbury Housing Trust, I worked with Elizabeth Rust on a number of projects. She has considerable public housing expertise, many years of experience and a detailed knowledge of the local housing programs and their regulations. Mr. Morrison, with all due respect, Ms. Rust could be God, but she also is a convicted felon. 3 time DUI felon. She just got out of jail. So you think she now deserves the taxpayers of Sudbury to reward her for time spent in jail by giving her a job ? Why don't we go to the Concord prison and as they get released let's offer them all jobs. I would like the town to publish ALL the respondents to the RFP so we can see if all the others were also convicted felons and their qualifications. That would put this discussion to bed. Again, Jody Kablack, the taxpayers of Sudbury who are now paying for this convicted felon want to see all the people that applied for the job. What do you have to hide. Just what I thought. It's confidential and we can't show you that everyone that applied had better qualifications but Beth Rust is the one we like.

Heard 2 rumors, first, Jody had Beth Rust bid 1 dollar less than the lowest RFP and the other was Beth offered 2 below market rate homes to her roommates in the can.

Mr. Morrison, if we don't know who the other bidders are because Kablack is covering her rear end, we won't ever know if she was the best qualified. My guess is that there were likely 1 or 2 others with equal qualifications, but the town hired a felon. Rust and Kablack have both got to go.

Sudbury Citizen you are WAY off base. Beth Rust actually had the HIGHEST bid. The other two candidates (Charles Manson and Whitey Bulger) were actually much lower.

Wow, shocking but not surprised! I think it's time to clean house in our town offices. I believe in second chances but not third, fourth, fifth (and at tax payers expense, NO!).....This woman needs to be in rehab not a paid town position. This will happen again it's a reality. Wake up folks. I pray she doesn't hurt someone next time. Disgusted

Ahhh....lets all calm down now. Beth is qualified for the job and Im sure she will do a great job at helping us move the office to Concord. I believe that "Every Saint Has a Past and Every Sinner Has a Future." She did the crime and she did her time. You go Beth! Let it go people...move on.

My understanding is that there were no other bids except for Ms. Rust. I know Beth personally. She obviously made a huge mistake that night, but has paid her debt to society -- 6 months in the can and 8 year loss of license. She has been sober for some 18 months since the arrest, and attends AA regularly. She is now less of a drunk driving risk than most folks in town. Everyone deserves a second chance. Look at Robert Downey Jr., Chris Herren, Robin Williams, Betty Ford -- all alcoholics who made a successful recovery. Beth is one of the best affordable housing professionals in the state. What would Jesus do here, kick her to the curb, or give her another chance at redemption?

Not only a convicted liar, but an unrepentant inveterate liar. Examoine Rust's court testimony where she denied drinking to excess: Patch, "Rust told a jury last month she had only two drinks that night before crashing her car" If so, how does Rust explain away the blood alcohol tests? Lies! The jury did not believe her. What were Kablack and Valente thinking/hiding? They know best and take care of their own lest other embarrassing facts come out.

This is just outrageous! Spirit of 01776 called it for what it is - hubris. Being long time residents of this town does not entitle people to run it like a private club. I have only lived in town for a few years, but I pay the same tax rate as everyone else. It is time for reasonable people to take a stand. Here is my wish list of changes that must be made to clean house in Sudbury. Selectman Drobinski must go. We need a new leader who can help stop the malfeasance of the BOS. Mike Troiano - please run! Town Manager Valente must go! Her "management" of this town is deplorable. Planning Director Kablach must go. She rehired Beth Rust. Enough said. Town Counsel Fox must go. Is he really the best bang for our buck? Please. SPS Chairman Robison must go. He led the charge to extend the contract of Superintendent Wilson and give her a raise for someone whose performance is controversial at best. Not to mention the whole Donahue affair. Oh, and Ms. Rust. If we as residents of Sudbury don't take a stand, this cabal will continue to ruin the town. We can already see it in the declining performance of our schools. I hope 2014 is our year.

This town had a chance to make some serious changes at the last selectman election and instead voted in a couple of 'same-olds'. It is getting what it deserves. The last election was never about Republicans v Democrats. It was cleaning up a town mess v perpetuating the self interest cartel!
