What Sudbury residents have recently proposed in a petition to the State Legislature is a change to the composition of our Board of Selectmen from three members to five. This is a very simple change that provides an incremental increase in the range and depth of experience, capability and combined intelligence of the "Chief Executive Function" of our Town. The change does not create conflict with our 28-year-old Home Rule Charter. It does not change the structure of our government. It does not change the powers or the duties of the Town. It does not change the Legislative Branch or the "Chief Executive Function" (BOS). There have been a few unkind accusations hurled at me in the last couple of weeks. I guess that’s part of our town’s political culture for now, and know it’s something folks on both sides of the political divide have had to deal with for a few years now. The one that really stung, though, was the accusation that the move from 3-5 Selectmen in Sudbury – which was petitioned, presented, debated, and adopted according to the rules of our town – reflects something other than the collective will of Sudbury’s citizens. It’s been painted in some corners as some kind of back-room deal… backed by a sinister fringe group, then pushed through a last-minute town meeting pre-packed with social media fanatics and “tea-party obstructionists,” as the good…

I think we can all agree if a certain vote goes a certain way for a certain warrant article, Sept. 24, 2012, will indeed be deemed special by many residents. What's going on is this: The same crew of destructive close-to-Tea-Party obstructionists that has been trying to take over Sudbury for the last few years has now proposed that the number of Selectman in Sudbury be raised from 3 to 5. This will be voted on this Monday evening (September 24, 7:30 PM) at a Special Town Meeting. It's a curious motion. Several weeks ago, an estimate of $750,000 for Article 1, Roof Replacement and Repair - Nixon Elementary School, was submitted for the Sept. 24 Special Town Meeting Official Warrant. Since the time that the Warrant was published, the architect who has been assigned to Sudbury by the Massachusetts School Building Authority has completed an initial design for the roof. This week, with the completion of this design work, we were given an updated estimate that is $38,000 higher than the estimate provided for the Town Warrant. Board of Selectmen Expansion Article 4 at Special Town Meeting September 24th A petition article has been placed on the warrant for the September 24th Special Town Meeting to increase the Board of Selectmen (BOS) from three to five members. We believe that this issue needs some non-partisan study so that Town Meeting voters can make an informed vote. The Sudbury League of Women Voters would be a neutral party to conduct this study, should they agree to undertake this assignment, and report back at the 2013 Annual Town Meeting in May. Questions to consider: We don’t know the answers to these and other concerns but we can tell you that Sudbury’s three-member BOS has worked well now for hundreds of years, so what’s the rush? Article 4 at the Special Town Meeting on Sept. 24 proposes expanding Sudbury’s Board of Selectmen from three to five members. Such a change has been proposed before, but it has never been adopted. The most obvious advantage of increasing the Board is that the workload could be distributed among more members. Yes, all five members would have to attend all the meetings, but each member would be able to attend a smaller number of outside meetings such as legislative, state and regional gatherings, ceremonial and charitable events. Each member would have fewer boards and committees with which to communicate. And we know that five selectmen works — we can see it in surrounding communities.
